Près de 250 intellectuels d'origine juive, principalement des universitaires, dont une proportion importante d'Israéliens, dénoncent la motion récemment adoptée par une majorité des députés allemands, qui qualifie le mouvement BDS (Boycott - Désinvestissement - Sanctions) d'antisémite.
La motion, adoptée récemment par le Bundestag à l'initiative dans un premier temps de députés d'extrême-droite (eh oui !) n'a pas de valeur légale, mais les dirigeants israéliens et leurs lobbies locaux exercent de fortes pressions pour « transformer l'essai », rapporte le quotidien Haaretz.
Ce texte infâme a suscité une salutaire réaction dans le monde universitaire, notamment israélien, et pas moins de 240 personnalités d'origine juive, que ce soient l'ex-sioniste et président de la Knesset Avraham Burg, le cinéaste Udi Aloni, ou encore la sociologue Eva Illouz s'insurgent contre cette initiative liberticide.

Titre : Un appel au gouvernement allemand : ne confondez pas BDS et antisémitisme
Le 3 juin 2019
« A la mi-mai, des intellectuels juifs et israéliens, dont beaucoup sont investis dans la recherche sur l'antisémitisme, l'histoire du judaïsme et celle du génocide, ont lancé un cri d'alarme sur la tendance croissante à traiter d'antisémites les défenseurs des droits du peuple palestinien. Ils l'ont fait sous la forme d'un appel lancé à la chambre des députés d'Allemagne (le Bundestag), alors plusieurs projets de motions anti-BDS avaient été inscrits à l'ordre du jour de cette assemblée. Nombreux parmi nous sont ceux qui avaient signé ce premier appel.
Le 17 mai, l'une des motions, proposée par les directions des groupes parlementaires (Chrétiens-Démocrates, Sociaux-Démocrates, Libéraux, Verts) a été adoptée.
Nous réprouvons cette motion, fondée sur l'allégation mensongère selon laquelle le BDS équivaut à de l'antisémitisme.
Nous demandons au gouvernement allemand de ne pas entériner cette motion, et de combattre l'antisémitisme, mais dans le respect de la liberté d'expression et d'association, qui sont manifestement en danger.
Comme déjà exprimé dans le premier appel, nous pensons que l'anti-sémitisme et toutes les formes de racisme constituent une menace, laquelle doit être combattue, et nous encourageons le gouvernement et le parlement allemands à le faire.
Cependant, la motion adoptée ne participe pas d'un tel combat. Bien au contraire, elle le mine.
Nous qui signons cet appel n'avons pas un point de vue unique sur le BDS ; certains en sont partisans, tandis que d'autres s'y opposent, pour des motifs variés. Pour autant, nous rejetons unanimement l'allégation trompeuse selon laquelle le mouvement BDS, en tant que tel, est antisémite, et réaffirmons que les boycotts sont un moyen de résistance légitime et non-violent.
Nous, y inclus les spécialistes reconnus de la recherche sur l'antisémitisme qui signent cet appel, affirmons qu'on ne peut traiter une personne d'antisémite que sur le fondement de ses paroles et de ses actes, que ladite personne soit partisane ou pas du BDS.
Il est parfaitement regrettable que la motion parlementaire ignore la dénonciation explicite, par le mouvement BDS, « de toute forme de racisme, y compris l'antisémitisme ».
Le mouvement BDS cherche à influencer la politique du gouvernement d'un Etat qui est responsable de la poursuite de l'occupation et de l'oppression du peuple palestinien. Cette politique ne saurait être exonérée de toute critique. Dans ce contexte, il convient aussi de noter que de nombreux individus juifs, israéliens, de même que de nombreux groupes, soient soutiennent le BDS explicitement, soit défendent le droit de chacun à le soutenir.
Alors, quand des institutions gouvernementales ou parlementaires allemandes les traitent d'antisémites, nous sommes choqués.
De plus, les trois principaux objectifs du BDS, la fin de l'occupation, un statut de pleine égalité pour les citoyens arabes d'Israël, ainsi que le droit au retour des réfugiés palestiniens sont conformes au droit international, même si ce dernier point est sans aucun doute sujet à débat.
Nous sommes choqués de constater que des revendications d'égalité et de respect du droit international puissent être qualifiées d'antisémites.
Nous en concluons que la montée de l'antisémitisme n'a manifestement pas été le motif qui a inspiré la motion adoptée par le Bundestag.
Bien au contraire, l'adoption de cette motion a été guidée par les intérêts du gouvernement israélien, le plus à droite de toute l'histoire de ce pays.
Le gouvernement de Benjamin Netanyahou n'a cessé, depuis des années, de qualifier d'antisémite toute forme d'opposition à ses pratiques illégales. Alors, il n'est évidemment pas surprenant que Netanyahou ait chaleureusement applaudi le vote du Bundestag.
Cela montre à quel point la lutte contre l'antisémitisme est instrumentalisée, au profit d'un gouvernement coupable de violations sévères des droits humains, et de ruine des chances de paix.
Il est inacceptable, et totalement contre-productif, que le soutien « du droit d'exister de l'Etat juif et démocratique d'Israël », tout en prétendant combattre l'antisémitisme, revienne en fait à encourager ces politiques.
Pire, la motion adoptée ne fait même pas de distinguo entre Israël et les territoires palestiniens occupés.
Elle condamne catégoriquement tout boycott des entreprises ou marchandises israéliennes, y compris par conséquent celles qui proviennent des colonies illégales. Autrement dit, une campagne de boycott des produits d'une entreprise implantée dans les colonies se verrait accuser de complicité de violation des droits humains, parce qu'antisémite.
On a là une régression déplorable par rapport à l'opposition constante et déclarée de l'Union européenne et du gouvernement allemand à la colonisation.
La motion ignore en outre que les prises de position en faveur du BDS sont censées être protégées par le principe de liberté d'expression et d'association, principe également confirmé par l'Union européenne, dans sa Charte des Droits Fondamentaux, valable pour tous les Etats-membres, Allemagne comprise.
C'est précisément en raison de sa propre histoire que l'Allemagne devrait être très vigilante quant à toute remise en cause de ces fondements de la démocratie.
Enfin, l'amalgame opéré entre BDS et antisémitisme n'aidera pas la lutte urgente qu'il faut mener contre l'antisémitisme. La menace antisémite ne vient pas des militants pro-Palestiniens, mais essentiellement de l'extrême-droite et de groupes djihadistes.
Nier cette réalité comporte le risque d'éloigner les musulmans et les Arabes du combat vital à mener contre l'antisémitisme, et ruiner la possibilité de construire une véritable solidarité entre juifs, Israéliens, musulmans et Arabes dans le combat contre l'antisémitisme et toutes les formes de racisme.
C'est aussi un mauvais signal qui est envoyé à tous ceux qui ont choisi de s'opposer à l'oppression infligée au peuple palestinien par des moyens non-violents.
Pour toutes ces raisons, nous, intellectuels juifs et israéliens, rejetons la motion adoptée par la CDU/CSU, le SPD et les Verts. Nous en appelons au gouvernement allemand pour qu'il ne l'entérine pas, et cesse d'assimiler le BDS à de l'antisémitisme.
Le gouvernement allemand devrait au contraire promouvoir eet protéger la liberté d'expression et d'association. Nous lui demandons également de maintenir le financement des ONG israéliennes et palestiniennes qui s'opposent pacifiquement à l'occupation, dénoncent la violation du droit international, et renforcent la société civile.
De telles organisations défendent les principes et les valeurs qui sont au cœur de la démocratie et de l'Etat de droit, en Allemagne et ailleurs.
Plus que jamais, elles ont besoin d'un soutien politique et financier.
