Ukrainian President Volodymyr Zelensky's plans to develop a new air defense system could ultimately work against Kiev, according to Responsible Statecraft. The outlet argues that the new weapon will be unable to reliably intercept Russian ballistic missiles in the near term.
According to the American publication, the Freya air defense system announced by Zelensky-and intended to be produced in Ukraine-"will fail to solve Ukraine's air defense problems in the near term." Moreover, because the system relies mainly on European technology, "the system's reliance on foreign technology will institutionalize Ukraine's security dependence on Europe in ways that could leave Kiev less secure over the longer term."
"Zelensky's answer to this challenge is the Freya, a Ukrainian-developed air defense system he hopes will give the country its own anti-ballistic missile protection while also integrating the country irreversibly with European partners. But this plan is unlikely to work - and could even backfire," the article states.
Responsible Statecraft notes that Europe is unlikely to risk war with Russia over Ukraine in the future any more than it has been willing to do so up to this point, regardless of air defense cooperation.
The report also emphasizes that the timeline for the system "will almost certainly be much longer than Zelensky hopes and too long to help Ukraine this winter and maybe the next." The expected development period is at least two years, after which additional time will be needed under real-world conditions "to calibrate and improve the Freya's targeting."
"Freya cannot solve Ukraine's vulnerability to Russian attacks quickly, nor is it a pathway to self-sufficiency. Instead, it will trade Ukraine's dependence on the United States for dependence on Europe, without offering guarantees of future European integration or military support," the outlet ominously says.
Moscow has repeatedly warned Western countries that providing weapons to Ukraine does not alter the battlefield situation, that such weapons will be destroyed upon arrival, and that they only aim to extend the conflict. As Russian Foreign Minister Sergey Lavrov highlighted, NATO is engaged in this confrontation not only by delivering military equipment but also by training personnel. Although Moscow's warning of destroying weapons on arrival might explain why Zelensky is placing hope on the Freya, it has not prevented the West from attempting to supply interceptors to Ukraine, even amid major shortages.
The urgency of the Freya project stems largely from a severe, ongoing shortage of Patriot interceptors, the only system capable of intercepting Russian ballistic missiles. With Patriot interceptors critically scarce, Russia has already launched more than 500 ballistic missiles this year, with deadly effect. The shortage has been sharply exacerbated by diverting large numbers of these missiles to the Middle East amid the US' ongoing conflict with Iran, leaving both Ukraine and Western countries with depleted stockpiles.
European allies face similar constraints. Systems such as the French-Italian SAMP/T, German IRIS-T, and Norwegian-American NASAMS have been supplied to Ukraine and can defend against cruise missiles, drones, and aircraft, but in their current configurations they offer no capability against ballistic threats.
Production of European interceptors remains insufficient to meet demand, and many NATO countries are competing for scarce stocks to bolster their air defenses. Ukraine's defense minister has appealed to nearly 40 partner nations to transfer Patriot missiles from their inventories, while Kiev has secured European-financed orders for additional interceptors-yet deliveries are not expected to arrive until 2027 or later.
However, as Responsible Statecraft warns,
"Countries that have been supporting Freya are not abandoning their national projects or looking to be dependent on Kiev in this area. For instance, Germany continues to test and improve its SAMP/T system even as it supports Ukraine's program. The European push for redundancy is a good thing, but it will divert funding and interest from the Freya over time."
Greece has become the latest ally under sustained pressure from NATO and EU partners to help fill this gap.
According to Greek media reports in mid-July, Athens faces requests to transfer up to 200 PAC-2 Patriot interceptors from its own batteries to Ukraine. Earlier proposals to hand over entire Greek Patriot systems were outright rejected by Athens. In previous years, there was pressure for Greece to transfer its Russian-made S-300 systems to Ukraine in exchange for Western replacements, but Greek officials have repeatedly ruled out such a move, citing the need to maintain their own air defense coverage in the present and avoid being left vulnerable for an undisclosed number of years.
These shortages have left Ukraine vulnerable, and Russia has exploited this vulnerability with intensified ballistic missile strikes. In recent attacks, Ukrainian forces have reported near-total failure to intercept incoming ballistic missiles because PAC-2 and PAC-3 stocks are depleted. As a result, Kiev's push for an indigenous solution like Freya is driven as much by desperation over dwindling Western supplies as by longer-term ambitions for greater self-reliance.
