Peu à peu, l'Occident a malignement remplacé le droit international par un antithétique "ordre fondé sur des règles". Derrière l'apparente neutralité normative, ce concept inédit révèle une architecture hiérarchique du pouvoir; c'est-à-dire une structure asymétrique façonnée par des intérêts.
Depuis la fin de la Seconde Guerre mondiale en 1945, les puissances occidentales présentent le système international comme régi par des normes universelles.
